Mitigate Sexual and Gender Based Violence (S&GBV) against Afghan refugee women through
legal and economic empowerment in districts Quetta of Balochistan"

The project is complementing the multi-donor Gender Justice through Musalahit-e-Anjuman
(GJTMAP) program (2005-2011) in district Quetta of Balochistan. The ongoing GJTMAP
program is strengthening the current GoP judicial system by supporting the 2001
Local Government Ordinance Alternative Dispute Resolution (ADR) platform, which
is called Musalahit Anjuman (MAs). MAs are reconciliation committees at Union Council
level, for dispensing quick and effective justice to violence victims. These MAs
are to be constituted in the respective UCs, and consist of a panel of three persons
(two men, one women) of integrity and good judgment from within the community. The
MAs are to be appointed by Justice Committees, a body selected by the UC of the
LGO. MAs are formed for handling community referred cases; however, police and courts
can also refer pending cases. The project interventions will act as bridge between
GJPRC Program ADR activities and the community in the project areas. In addition,
the project will strengthen gender sensitivity of MA members and help relevant state
institutions to identify gaps in service delivery and improve their capacity.

Objectives
|
- To discourage S&GBV practices through awareness raising in refugee and host communities
in Khrotabad and Ghosabad in Baluchistan in 12 months
- To improve SGBV survivors access to medical and legal services in refugee and host
communities in Khrotabad and Ghosabad, Balochistan
- To strengthen economic position of 400 refugee women through capacity building and
income generating activities in Khrotabad and Ghosabad Baluchistan in 12 months;
- To advocate with state institutions to improve their support mechanism in dealing
with SGBV cases Khrotabad and Ghosabad in Blauchistan in 12 months

Major Components
|
- Mass media awareness campaign;
- Strengthening capacity of state institutions (police, lawyers, doctors, etc., through
trainings and advocacy to adopt international guidelines;
- Facilitating access to service delivery (legal, medical, referrals to services etc.);
- Increasing access to income generating opportunities and skills training for women.

Key Activities
|
- Baseline Assessment and Situation Analysis: This comprehensive participatory assessment
will provide the baseline information on community perception and attitudes about
GBV, most vulnerable communities, of the current status of counselling, medical
and legal aid services and general support from authorities for addressing violence.
- Awareness raising/sensitization campaign for community/stakeholders: for effective
mobilization, the target population will be segmented into men, women and male/female
youth groups. CARE International in Pakistan (CIP) and partner will conduct awareness/sensitization
events designed for these different groups, based on information learned during
the baseline assessments. CIP will establish a complaints mechanism and handling
procedure to ensure beneficiaries right to file a complaint against any project
intervention or staff and receive a response according to HAPI benchmark.
- Men and women leadership groups: A group of 40 men and 40 women will be sensitized
for each project location (total 80) and supported to act as leaders in advocacy
and awareness raising interventions. These groups will include elected and religious
leaders and act as central change agent in the community.
- Male and female youth leadership groups: CIP will train a group of 40 male youth
and 40 female youth to taking leadership roles specifically for youth related interventions.
- Learning and reflection sessions for men and women: weekly sessions will be facilitated
by male and female social Mobilisers and men/women leadership groups. The sessions
will focus on problem identification, analysis and solving skills of men and women.
- Capacity building and sensitization sessions for police, lawyers, doctors etc. Focused
workshops will be conducted with these groups to explore and challenge perceptions
and attitudes of SGBV survivors, identify gaps and develop technical guidelines
to handle such cases appropriately and timely. The guidelines will be shared with
the police department, bar associations and hospitals etc., in a separate series
of dissemination sessions.
- Skill development and support for women entrepreneurs: CIP and partner will conduct
skills enhancement courses at women friendly spaces provided by the community. Trainings
will focus on building/strengthening women skills and market analysis to produce/improve
marketable crafts and link their products with already established marketing outlets
of partner. At least 400 women will be trained and given in-kind seed money of Rs.
15000 each to start small enterprise activities.
- Advocacy through networking and coordination: The project intends to promote and
support local, provincial and national networks of community-based organizations
working to combat SGBV outline is developed for replication in other GJTMAP districts
