Although CARE’s presence in the area began with emergency relief, there was a dire
need for humanitarian development long before October’s disaster. One key component
to making a difference over the long term is the empowerment of individuals, communities
and local partners in the decision making process. By working closely with the communities
we serve, establishing village committees and providing income opportunities, training
and education, CARE is fostering a greater sense of awareness about key issues that
greatly affect people’s ability to build a better future for themselves and their
families. Building on our emergency presence, CARE is now positioned to make a lasting
difference in the lives of tens of thousands of people throughout this remote and
impoverished region.

Housing Reconstruction – “Building back better”
CARE is working with Earthquake Reconstruction & Rehabilitation Authority (EERA)
conceived and implemented program "Build Back Better" in respect of housing. This
Government of Pakistan initiative has two central and parallel components:
facilitating and supporting the reconstruction of housing with incrementally improved
seismic resistance, though still using readily available and affordable local materials
and technology; and
contributing to a progressive restoration of seismic risk awareness combined with
restoring the associated knowledge and implementation of appropriate building and
design practices.

CARE continues to strive towards integration of gender concerns into long term development
endeavors. Even during the emergency and recovery phases of the earthquake response,
CARE continued to tackle women’s issues and tried to involve them in the decision
making prcesses at the community level.
