The Long Range Strategic Plan (LRSP)2007-2011 of CARE International in Pakistan (CIP) identifies three strategic directions: Develop high quality programs; Build strategic relationships and; Create a learning organisation.

In March- April 2008 CIP conducted a study within the parameters of these strategic directions while focusing on the overarching question of quality programs; enquiring into types of relationships CIP is developing through its programs; and setting in place systems to facilitate learning through reflection on practice, and generating information that can assist practitioners to make informed choices.
